SIDS DOCK is a United Nations (UN)-recognised international organisation established in 2015, with all the rights and privileges for addressing climate change, resilience, and energy security in small islands. SIDS DOCK represents 32 small islands and low-lying developing states across the globe and is so named because it is designed as a “DOCKing station” to connect the energy sector in SIDS with the global markets for finance and sustainable energy technologies. Belize is the Host Country for the SIDS DOCK Secretariat.
The SIDS DOCK organisation was established through a Memorandum of Agreement (MoA), signed on 18 December 2009, on the margins of the United Nations Framework Convention on Climate Change (UNFCCC) Conference of Parties (COP) 19, in Copenhagen, Denmark, by the following 13 Members of the Alliance of Small Island States (AOSIS): Bahamas (Commonwealth of the), Barbados, Belize, Cabo Verde (Republic of), Dominican Republic, Grenada, Jamaica, Mauritius (Republic of), Palau (Republic of), Samoa (Independent State of), Saint Lucia, Seychelles (Republic of the) and Solomon Islands.

THE PARTNERSHIP BEGINS
The Federal Ministry for European and International Affairs of the Republic of Austria, The Small Island Developing States Sustainable Energy Initiative—SIDS DOCK, and The United Nations Industrial Development Organisation signed a Memorandum of Understanding (MOU) on the Establishment of Regional Sustainable Energy Promotion Centres.
The framework outlined cooperation between the Partners regarding the establishment of the Pacific Center for Renewable Energy and Energy Efficiency (PCREEE), the Caribbean Center for Renewable Energy and Energy Efficiency (CCREEE), and a coordination unit for the African SIDS at the ECOWAS Center for Renewable Energy and Energy Efficiency (ECREEE).

Financing the SIDS Transformation
SIDS DOCK is an initiative among member countries of the Alliance of Small Island States (AOSIS) to provide them with a collective institutional mechanism to assist in transforming their national energy sectors towards sustainable economic development and to generate finance for adapting to climate change.
A formal signing ceremony to institute the mechanism was held during the conference.

On September 30, 2015, the SIDS DOCK Treaty came into force, legally recognising the intergovernmental organisation established in 2009 to help SIDS finance climate change adaptation through low-carbon economic transformation.

The Assembly expressed solidarity with Tonga after the January 2022 Hunga-Tonga-Hunga-Ha’apai volcano eruption and Saint Vincent and the Grenadines following the April 2021 La Soufrière volcano eruption.

The Secretariat carries out the substantive and administrative work of the SIDS DOCK Organisation as directed by the SIDS DOCK Assembly and the SIDS DOCK Executive Council. The Secretariat also coordinates the startup activities of the Global Ocean Energy Alliance (GLOEA) Secretariat in Belize. The GLOEA, supported by the United Nations Industrial Development Organisation (UNIDO), Global Network of Regional Sustainable Energy Centers (GN-SEC), and Austria, is an initiative focused on accelerating the development of ocean energy technologies and projects through partnerships that mobilise technical, human, and financial resources. It aims to establish a global community of vested interest with the capacity to develop a pipeline of bankable ocean energy projects to serve islands, cities, and coastal nations.
